Question: Can you touch a piece without moving it and then move a different piece?

Answer:

If you're playing by the 'touch move' rule, then you have to move a piece you touch. If there is no legal move with that piece, you can move any other piece.

Most serious games are played using the 'touch move' rule. In casual games, it depends on what you agree before the game. If nothing has been agreed, it's best to assume that the rule is being used.

If you want to touch a piece without moving it, you should first say 'jadoube'. This is French (spelled j'adoube, pronounced 'zha-doob') for 'I adjust'.
